Negroponte: ‘Out of Intelligence’ back to State Department
Career Diplomat among other things – John Negroponte – former US ambassador to Manila and US Ambassador to the United Nations at the start of the Iraq war has been shifted over to the State Department from his newly created office as Director of Intelligence.
 “…WASHINGTON, Jan. 3 — John D. Negroponte, whom President Bush installed less than two years ago as the first director of national intelligence, will soon leave his post to become the State Department’s second-ranking official, administration officials said Wednesday….” 
I met John a few times during his tenure in manila – he loved a spot in Palawan – where – he would often come to visit at the Underground River. The St. Paul’s Subterranean park is a wonderful spot in a natural world heritage site in Puerto Princesa City.
But that jungle is nothing compared to the jungle of wild resistance the job Negroponte got himself into – some sectors tell me that even in the face of public cooperation the rumors of many agencies still refusing to cooperate is clearly a problem of turf in the beltway’s constant battles between the aristocracy of bureaucrats’ and those elected or appointed.
Politcal lines also are strong in many agencies and the divisions seen in Congress and the White House are magnified by partisanship as well in the civil service. Most fear a widespread vendetta by incoming democrats fueled by anger of over conduct over the conflict in Iraq and the conduct of the war on terror.
All of this is only expected to get worse as a new congressional leadership – some of whom are bent on seeking punitive damage for the fiasco of a unpopular war – will make the process only more complicated.
Negroponte’s new post is lower than his current one – he comes in to second layer job behind Condi Rice; As a diplomat he held many posts across the world. Ambassador to the UN was his highest profile post during the debate over going to War in Iraq – he and former Secretary of State Collin Powell were the public face of the USA.
The shift has people wondering if a major shift is taking place in many agencies of the US government where some top posts will see some republican figures leaving in favor of more faces acceptable to the new majority in Washington.
